WILLIAM DONALD SCHAEFER, Governor
FOR the purpose of authorizing the Sheriff of Harford County to
appoint as special deputy sheriffs whs-are the chiefs of
police of Harford County municipal police forces or members
of the police forces of Harford County municipalities and
who are certified by the Maryland Police Training
Commission; specifying coverage of employee benefits,
security, and liability insurance; and providing that
certain special deputy sheriffs are not employees of Harford
County; making this Act an emergency measure; and generally
relating to the appointment of special deputy sheriffs by
the Sheriff of Harford County.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Courts and Judicial Proceedings
2-309.
(n) (1) The Sheriff of Harford County shall receive a
salary of $35,000. He shall appoint the number of deputies at
the compensation provided in the county budget.
(2) (I) THE SHERIFF MAY APPOINT AS A SPECIAL DEPUTY
SHERIFFS WHO ARE MEMBERS SHERIFF:
MUNICIPALITY; OR
(I) THE CHIEF OF POLICE OF A HARFORD COUNTY
(II) A MEMBER OF THE POLICE FORCES FORCE OF A
HARFORD COUNTY MUNICIPALITIES AND MUNICIPALITY WHO ARE IS
CERTIFIED BY THE MARYLAND POLICE TRAINING COMMISSION.
(II) (3) A SPECIAL DEPUTY SHERIFF APPOINTED
UNDER THIS SUBSECTION IS NOT AN EMPLOYEE OF HARFORD COUNTY FOR
THE PURPOSE OF EMPLOYMENT SECURITY OR EMPLOYEE BENEFITS.
(III) A SPECIAL DEPUTY SHERIFF IS COVERED BY
COUNTY LIABILITY INSURANCE WITHIN ITS TERMS ONLY WHEN THE SPECIAL
DEPUTY IS ACTING IN THE OFFICIAL CAPACITY OF SPECIAL DEPUTY
SHERIFF.
