A Senate Joint Resolution concerning

Operators of Passenger Trains and Buses - Yearly Check
of Traffic Violation Records

FOR the purpose of requesting the United States Secretary of
Transportation to adopt the necessary regulations that
require a yearly check of the traffic violation records of
those who operate passenger trains and buses on the rails
and highways of the United States.

WHEREAS, The State of Maryland is dedicated to providing
safe travel for those who ride passenger trains and buses in this
State; and

WHEREAS, An Amtrak train collision recently occurred in this
State, killing 16 persons and injured more than 170 persons; and

WHEREAS, Safety officials investigating the recent Amtrak
train collision have discovered that an engineer involved in the
collision ' has a history of traffic violations including speeding
convictions and license suspension; and

WHEREAS, The Baltimore and Washington transit authorities do
consider their transit operator's traffic violation records when
hiring or suspending the operators; and

WHEREAS, There are no current federal regulations that
mandate checks of the traffic violation records of passenger
train or bus operators; and
