WILLIAM DONALD SCHAEFER, Governor
Paper Committee on Striped Bass on July 1, 1987, which will be
similar to the Oyster White Paper Committee; and be it further
RESOLVED, That the Committee shall establish fact finding
subcommittees that will prepare information for the full
Committee to consider on various components of the problem issue,
including harvest limits, sanctuary areas, and gear utilization;
and be it further
RESOLVED, That the duties of the Committee shall be as
follows:
(1) The Department of Natural Resources shall prepare
by July 1, 1987 a White Paper on Striped Bass which will
synthesize the existing relevant information for the Striped Bass
White Paper Committee to review and study;
(2) The Committee shall meet at least once with the
Maryland Commissioners to the Atlantic States Marine fisheries
Commission before the Commission's October, 1987 meeting, and
subsequently the Committee shall review the draft Atlantic States
Marine Fisheries Commission Plan, which is anticipated to be
available around December 31, 1987; and
(3) By July 1, 1988, the Department shall provide for
the Committee's review and recommendation a summary of various
known and theoretical management options on striped bass or
rockfish; and be it further
RESOLVED, That the Committee shall be composed of the
following members:
(1) 3 members of the House of Delegates, including 1
member of the Chesapeake Bay Commission, appointed by the Speaker
of the House, and 3 members of the Senate of Maryland, including
1 member of the Chesapeake Bay Commission, appointed by the
President of the Senate; and
(2) 3 representatives each of the Department of
Natural Resources, the Maryland Watermen's Association, the
Maryland Saltwater Sport Fishermen's Association, the Maryland
Charter Boat Association, the Chesapeake Bay Seafood Industries
Association, the University of Maryland, and the Chesapeake Bay
Foundation, all of whom are appointed by the Governor; and
(3) One representative each of the Tidal Fisheries
Advisory Commission, the Sport Fisheries Advisory Commission, and
the Potomac River Fisheries Commission, all of whom are appointed
by the Governor; and be it further
RESOLVED, That the Governor designate the chairman of the
Committee; and be it further
