(ii) Subject to paragraph (2) of this
subsection, may not extend a water line of any size or capacity
for a storm drainage system] beyond the approved terminal point
of a WSSC capital improvements project.
(2) If the County Councils have approved the
extensions, the WSSC may extend a water line or a storm drainage
system beyond the terminal point:
(i) If the extension of a water line [or storm
drainage system] would provide water service [or a storm drainage
system] to a development that is within an approved sewer project
area; or
(ii) If the county through its appropriate
agency has approved the installation of individual sewage
disposal facilities.
(3) The WSSC may construct an extension that requires
approval under this section:
(i) If the proposed extension has been
submitted for approval; and
(ii) If the county has not within 30 days after
receipt of the proposed extension notified the WSSC that the
extension should not be made.

(a) (1) Except as otherwise provided by this article, the
WSSC may adopt rules and regulations to carry out the provisions
of this article and any other laws the enforcement and
administration of which is vested in the WSSC.
(2) The WSSC may:
(i) Limit or regulate the use and supply of
water service[,] AND sanitary sewer service[, and storm and
surface water drainage service] on a temporary basis in any area
or to any premises served by the WSSC's facilities, as the needs
of the occasion and the protection of the WSSC's systems require;
(ii) Adopt rules and regulations not
inconsistent with law that the WSSC considers necessary for the
public safety, health, comfort, or convenience in the
construction, operation, maintenance, expansion, relocation,
replacement, renovation, and repair of the WSSC's water system[,]
AND sanitary sewer system[, and storm and surface water drainage
system]; and
(iii) Fix the forms of permits and specify the
nature, type, and amount of information, detail, and engineering
