(b) (1) [Except as provided in paragraphs (2) and (3) of
this subsection, the WSSC may construct any part of any approved
drainage project, if the interested person contributes at least
one-half of the cost of the project.
(2) Except for that portion of the City of Takoma
Park in] IN Montgomery County AND IN THE PRINCE GEORGE'S COUNTY
STORMWATER MANAGEMENT DISTRICT, and with respect to those
portion of IN the City of Bowie that had been under the
jurisdiction of the WSSC before July 1, 1978 for purposes of
storm and surface water drainage control, PRINCE GEORGE'S COUNTY,
the County Executive and County Council of Montgomery County and
the City of Bowie may construct, WITHIN THEIR RESPECTIVE
JURISDICTIONS, any part of any approved [drainage] STORMWATER
MANAGEMENT project if the interested person contributes a share
of the cost of the project considered appropriate by the
approving authority.
[(3) The budget for public works shall include in the
annual submission of estimates of capital projects to the
Montgomery County Executive or the mayor of the City of Bowie a
request for an appropriation of sufficient funds for anticipated
contribution to drainage projects.]
(2) MONTGOMERY COUNTY, PRINCE GEORGE'S COUNTY, AND
THE CITY OF BOWIE SHALL EACH INCLUDE IN THEIR RESPECTIVE ANNUAL
BUDGETS FOR STORMWATER MANAGEMENT CAPITAL IMPROVEMENTS AN AMOUNT
REPRESENTING ANTICIPATED CONTRIBUTIONS TO STORMWATER MANAGEMENT.

The WSSC may contract with the United States or any of its
agencies for any gift, advance, or loan for the construction of
any project under §§ 3-202 through 3-207 of this subtitle.]

(A) MONTGOMERY COUNTY AND PRINCE GEORGE'S COUNTY EACH MAY
LEVY A DIRECT AD VALOREM TAX ON ALL PROPERTY ASSESSED FOR TAX
PURPOSES WITHIN THE STORMWATER MANAGEMENT DISTRICT, EXCEPT AS
PROVIDED IN THIS SUBTITLE, AT A RATE REQUIRED TO PRODUCE THE
AMOUNT NEEDED TO PAY FOR:
(1) MAINTENANCE OF STORMWATER MANAGEMENT SYSTEMS IN
THE DISTRICT MAINTAINED BY THE WSSC BEFORE JULY 1, 1987, AND
SYSTEMS ESTABLISHED BY EACH COUNTY AFTER JULY 1, 1987;
(2) THE PRINCIPAL AND INTEREST WHICH SHALL BECOME DUE
AND OWING TO THE BONDHOLDERS DURING THE ENSUING YEAR AND THE
PROPORTIONATE PART OF THE PRINCIPAL OF ALL OUTSTANDING SINKING
FUND BONDS, AS DETERMINED BY THE TABLE OF REDEMPTION OF BONDS FOR
BONDS ISSUED BY THE WSSC FOR STORMWATER MANAGEMENT, BEFORE JULY
1, 1987;
