COMPLETED, THE DISTRICTING BOARD SHALL SUBMIT THE DISTRICTING
PLAN TO THE COUNTY COMMISSIONERS NOT LATER THAN DECEMBER 1, 1989.
THIS PLAN SHALL THEN BECOME LAW UNLESS THE PLAN IS SET ASIDE BY A
COURT OF LAW WITH PROPER JURISDICTION. AFTER THE PLAN BECOMES
LAW, THE BOARD SHALL TERMINATE ITS EXISTENCE.
(4) NECESSARY CLERICAL ASSISTANCE SHALL BE PROVIDED
TO ASSIST THE DISTRICTING BOARD BY THE COUNTY COMMISSIONERS.
(5) THE COUNTY COMMISSIONERS SHALL APPOINT NEW
REDISTRICTING BOARDS WITHIN 1 YEAR AFTER THE PUBLICATION OF THE
NATIONAL DECENNIAL CENSUS AND THE SAME PROCEDURE OUTLINED ABOVE
SHALL BE FOLLOWED FOR ALL SUBSEQUENT REDISTRICTING BOARDS,
INCLUDING THE TIMETABLE ESTABLISHED HEREIN.
SECTION 2. AND BE IT FURTHER ENACTED, That before this Act
becomes effective it shall first be submitted to a referendum of
the legally qualified voters of Charles County at the General
Election to be held in November of 1988. The Board of County
Commissioners and the Board of Supervisors of Elections of
Charles County shall do those things necessary and proper to
provide for and hold the referendum here required. There shall
be printed on the ballots or ballot labels to be used at this
election the title of this Act and underneath the title, on
separate lines, a square or box to the right of and opposite the
words: "For changing the composition of the Board of County
Commissioners to consist of one member who shall be president and
elected at-large and four members who shall be residents of the
County Commissioner districts, one from each district, and who
shall be elected at-large" and a corresponding square or box to
the right of and opposite the words: "Against changing the
existing composition of the Board of County Commissioners" so
that each voter of the county may designate his or her decision
for or against the provisions of this Act. If a majority of the
votes cast in the election are "For changing the composition of
the Board of County Commissioners" the provisions of this Act
shall become effective on the 30th day following the official
canvass of votes for the referendum and shall be applicable to
the County Commissioners elected in 1990; if a majority of the
votes cast in the election are "Against changing the existing,
composition of the Board of County Commissioners" the provisions
of this Act shall be of no effect and null and void.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act may not
be construed to affect the tenure or qualifications of the
members of the Charles County Board of County Commissioners prior
to the terms that begin after the 1990 elections.
