registered in the state of his residence.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

AN ACT concerning
Child Abuse and Neglect
FOR the purpose of consolidating certain child abuse and child
neglect provisions into one subtitle in the Annotated Code
of Maryland; providing that all suspected acts of child
abuse or neglect be reported to a local department of social
services or, as appropriate, law enforcement agency;
providing a certain exception; providing a method for the
reporting of all suspected acts of child abuse or neglect;
providing that all suspected acts of child abuse or neglect
be investigated by a local department of social services or,
in certain circumstances, law enforcement agency; providing
that certain investigatory procedures be developed;
requiring the Social Services Administration to develop
procedures for protecting the confidentiality of child abuse
or neglect records and reports and for protecting certain
rights of persons suspected of child abuse and neglect;
requiring a local department of social services to expunge a
report of suspected abuse or neglect under certain
circumstances; providing that a person who in good faith
takes certain actions, is immune from any resulting civil
liability or criminal penalty; allowing a child to be
removed from a household without prior court authorization
under certain circumstances; providing that appropriate
services be provided to the child who is abused or
neglected; providing that the local department of social
services shall have access to a child's medical records
under certain circumstances; providing a procedure for the
medical examination and treatment of a child under certain
circumstances; providing for the supervision and monitoring
of the household under certain circumstances; providing; for
a central registry of cases reported; defining certain
terms; providing for a delayed effective date; and generally
relating to child abuse and neglect laws in this State.
