SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - Natural Resources
8-1808.
(a) (2) The Governor shall include in the budget ANNUALLY a
sum of money to be used for grants to [reimburse] ASSIST local
jurisdictions [for the reasonable costs of] IN developing AND
IMPLEMENTING a program under this section. [Each local
jurisdiction shall submit to the Governor by October 31, 1984 MAY
1 OF EACH YEAR October 31, 1984 a detailed request for funds that
are equivalent to the additional costs incurred in developing the
program under this section. that are equivalent to the additional

ASSIST IN THE DEVELOPMENT AND IMPLEMENTATION OF A PROGRAM UNDER
THIS SECTION.
(3) THE GOVERNOR SHALL INCLUDE IN THE BUDGET ANNUALLY
A SUM OF MONEY TO BE USED FOR GRANTS TO ASSIST LOCAL
JURISDICTIONS WITH THE REASONABLE COSTS OF IMPLEMENTING A PROGRAM
UNDER THIS SECTION. EACH LOCAL JURISDICTION SHALL SUBMIT TO THE
GOVERNOR BY MAY 1 OF EACH YEAR A DETAILED REQUEST FOR FUNDS TO
ASSIST IN THE IMPLEMENTATION OF A PROGRAM UNDER THIS SECTION.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

AN ACT concerning
Community Development Administration
FOR the purpose of expanding the methods used by the Community
Development Administration to finance projects; allowing the
Administration to assist nonprofit organizations; including
repairs and renovations in the definition of community
development projects; providing that facilities other than
those in support of housing may be included in community
development projects under certain circumstances; defining
certain terms; allowing the Administration to contract with
private parties for certain services; allowing the
Administration to provide certain services and financing to
