AN ACT concerning

Secondhand Precious Metals and Gem Dealers and Pawnbrokers

FOR the purpose of altering the definition of "precious metals";
altering the type of transactions that are not subject to
regulation; requiring applicants for a license to buy and
sell secondhand precious metals to pay a fee for each
employee of the applicant; requiring the Secretary of
Licensing and Regulation to send the fee for employees of an
applicant to the State Police; requiring the State Police to
investigate the background of each employee of an applicant;
requiring the Secretary to submit certain fingerprints to
determine the existence of a federal or state criminal
history record; altering the circumstances under which the
Secretary may refuse to issue a license or suspend, revoke,
or refuse to renew a license; clarifying certain information
that must be contained in records maintained by dealers and
pawnbrokers; allowing the Secretary to apply for an
immediate restraining order to prohibit a dealer from
certain acts if the dealer has been charged with certain
violations; and generally relating to licensing and
regulation of dealers in secondhand precious metals and
pawnbrokers.
