aid that is received by the State and that will require an
appropriation from the General Fund in future fiscal years.

(b) (1) Subject to § 2-131.2 of this title, the Committee
shall submit to the General Assembly an annual report that
includes the recommendation of the Committee on:

(i) the suitability of each federally funded
item; and

(ii) the amount of future appropriations for
the federally funded item.

(2) The Committee may send any part of the report to
the Legislative Policy Committee.

(C) (1) DURING EACH LEGISLATIVE INTERIM PERIOD, THE
COMMITTEE SHALL COMPILE A LIST OF NEW STATE PROGRAMS ESTABLISHED
DURING THE PRIOR LEGISLATIVE SESSION BY STATUTE OR BY BUDGET.

(2) THE COMMITTEE MAY MONITOR OR EVALUATE THE
IMPLEMENTATION OF ANY PROGRAM INCLUDED ON THE LIST UNDER
PARAGRAPH (1) OF THIS SUBSECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

AN ACT concerning

Pensions - Optional Benefits

FOR the purpose of providing an alternative Option 4. benefit
allowance in the State employees' retirement and pension
systems, the teachers' retirement and pension systems, and
the State Police Retirement System so as to guarantee the
payment of a certain amount of a member's accumulated
contributions to certain persons.

BY repealing and reenacting, with amendments,
