the claims experience by category of local government, the amount
of claims settlements and claims awards, the amount of reserves
for claims incurred and incurred but unreported claims, the
number of structured settlements used in payment of claims, and
any other information relating to local government liability
claims as prescribed by the Insurance Commissioner in rule and
regulation. The Insurance Commissioner shall report its findings
as to the impact of this Act on the availability and
affordability of local government liability insurance in this
State to the Legislative Policy Committee of the General Assembly
by October 31 of each year. This section shall remain effective
through October 31, 1997, and with no further action required by
the General Assembly, this section shall be abrogated and of no
further force and effect.

SECTION 5. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

AN ACT concerning

Insurance Commissioner - Liability Insurance Reporting

FOR the purpose of providing for the collection and reporting of
certain data relating to liability insurance; requiring the
Insurance Commissioner to submit the collected data, make a
certain report, and make certain recommendations to the
Governor of Maryland and the Maryland General Assembly at a
certain time; providing the dates for the initial filing of
certain reports; providing for the effective date of this
Act; develop a uniform statement to be used for the filing
of the report; requiring that the Insurance Commissioner
submit the collected data and make certain recommendations
to the Maryland General Assembly and the Governor on or
before a certain date; providing that the report contain
certain information; requiring that the report be made under
penalty of perjury; providing for the date of the first
report; providing for a certain elective date for this Act;
defining certain terms a term; providing for certain filing
deadlines; providing for the date of the first report; and
generally relating to filing of financial data by certain
insurance companies in this State.
