REGISTERING, CERTIFYING, OR OPERATING DAY CARE FACILITIES AND
SERVICES;
(4) MODIFY OR REPEAL ANY INCONSISTENT EXISTING
REGULATIONS;
(5) ESTABLISH WITHIN THE DEPARTMENT A MECHANISM FOR
CENTRALIZING INFORMATION CONCERNING DAY CARE PROVIDERS; AND
(6) DEVELOP STANDARD DEFINITIONS AND REGULATORY
PROVISIONS GOVERNING DAY CARE SERVICES AND FACILITIES.
(D) IN ADDITION TO ANY OTHER DUTIES OR RESPONSIBILITIES,
THE COUNCIL SHALL:
(1) DEVELOP PROCEDURES FOR IMPLEMENTING THE
REGULATIONS ADOPTED UNDER THIS PART VII OF THIS SUBTITLE;
(2) DETERMINE THE FISCAL IMPACT OF THE REGULATIONS
ADOPTED UNDER THIS PART VII OF THIS SUBTITLE; AND
(3) RECOMMEND APPROPRIATE LEGISLATION TO IMPLEMENT
THE REGULATIONS DEVELOPED UNDER THIS PART VII OF THIS SUBTITLE.
(E) NOTWITHSTANDING ANY OTHER LAWS TO THE CONTRARY
GOVERNING DAY CARE FACILITIES AND SERVICES IN THE STATE, THE
REGULATIONS ADOPTED UNDER THIS PART VII OF THIS SUBTITLE SHALL BE
EFFECTIVE ON OR BEFORE JULY 1, 1988.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article - State Government
9-1403.
(a) The Council shall consist of:
(1) the Secretary of the Department of Health and
Mental Hygiene or a designee of the Secretary;
(2) the Secretary of the Department of Human
Resources or a designee of the Secretary;
(3) the State Superintendent of Schools or a designee
of the Superintendent; [and]
(4) the primary program managers for the child care
programs in each of the 3 units; AND
(5) THE DIRECTOR OF THE OFFICE FOR CHILDREN AND YOUTH
OR A DESIGNEE OF THE DIRECTOR.
