Public Works shall determine the matter, and the Board's decision
is final. The Baltimore Zoological Society has until June 1,
1989, to present evidence satisfactory to the Board of Public
Works that the matching fund will be provided. If satisfactory
evidence is presented, the Board shall certify this fact to the
State Treasurer and the proceeds of the loan shall be expended
for the purposes provided in this Act. If this evidence is not
presented by June 1, 1989, the proceeds of the loan shall be
applied to the purposes authorized in § 8-129 of the State
Finance and Procurement Article.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1987.

AN ACT concerning
State Archives - Vital Records
FOR the purpose of repealing the provisions that require the
Department of Health and Mental Hygiene to transfer death
certificates to the State Archives upon request and that
authorize the State Archives to extract certain information
from death certificates for research; defining certain
terms; authorizing the Department of Health and Mental
Hygiene to provide vital records to the State Archives upon
request; permitting the State Archives to copy vital
records; authorizing the State Archives to disclose vital
records to certain individuals upon request; permitting
certain individuals to examine and copy obtain a copy of
certain indexes and a certified copy of certain vital
records upon request; authorizing the State Archives to
collect a certain fee to cover the expense to provide vital
records to certain individuals; prohibiting an individual
from using vital records for commercial solicitation or
private gain; prohibiting the disclosure of vital records to
violate confidentiality laws; and generally relating to the
vital records and the State Archives.
