SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June l, 1987.

                       (Senate Bill 497)
AN ACT concerning

Charles County - Boards and Commissions

FOR the purpose of limiting the number of consecutive full terms
that appointed members of certain boards and commissions in
Charles County may serve; providing for the effect of this
Act; providing for a waiver of the limitation under certain
circumstances;
and providing for a delayed effective date.

BY repealing and reenacting, with amendments,

Article 25 - County Commissioners
Section 3(d)
      Annotated Code of Maryland
(1981 Replacement Volume and 1986 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 25 - County Commissioners

(d) (1) To provide for the appointment and removal of all
county officers and employees except those whose appointment or
election is provided for by the Constitution or public general or
public local laws.

(2)(I) NOTWITHSTANDING ANY OTHER PROVISION OF LAW, IN
CHARLES COUNTY, PERSONS APPOINTED TO BOARDS AND COMMISSIONS OF OR
FOR THE COUNTY, BY WHATEVER APPOINTING AUTHORITY, BY THE COUNTY
COMMISSIONERS MAY NOT SERVE MORE THAN 2 CONSECUTIVE FULL TERMS.

(II) THE LIMI'TATION IMPOSED BY THIS PARAGRAPH
SHALL NOT APPLY IF THE COUNTY COMMISSIONERS DETERMINE THAT THERE
IS NO QUALIFIED PERSON TO REPLACE AN INCUMBENT WHO IS
DISQUALIFIED UNDER THIS PARAGRAPH.——--------
