(C) THE PRELIMINARY FISCAL IMPACT STATEMENT, PREPARED BY
THE UNIT AND SUBMITTED UNDER SUBSECTION (B) OF THIS SECTION,
SHALL STATE:

(1)  A GENERAL AN ESTIMATE OF THE ECONOMIC IMPACT OF
THE EMERGENCY REGULATION ON THE REVENUES AND EXPENDITURES OF THE
UNIT SUBMITTING THE REGULATION FOR APPROVAL STATE;

(2)  WHETHER THE STATE BUDGET FOR THE FISCAL YEAR IN
WHICH THE REGULATION IS SUBMITTED FOR APPROVAL WILL BECAME
EFFECTIVE CONTAINS AN APPROPRIATION FOR THE EXPENDITURE OF STATE
MONEYS OF THE FUNDS NECESSARY FOR THE IMPLEMENTATION OF THE
EMERGENCY REGULATION; AND

(3)  IF AN APPROPRIATION IS NOT CONTAINED IN THE STATE
BUDGET, THE SOURCE OF THE MONEYS FUNDS NECESSARY FOR THE
IMPLEMENTATION OF THE EMERGENCY REGULATION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

AN ACT concerning

Creation of a State Debt - Havre de Grace Decoy Museum

FOR the purpose of authorizing the creation of a State Debt in
the amount of $150,000, the proceeds to be used as a grant
to the Mayor and City Council of the City of Havre de Grace
for the purpose of rehabilitation, renovation,
reconstruction, restoration, site improvement, furnishing,
and equipping of the Havre de Grace Decoy Museum in the City
of Havre de Grace, subject to the requirement that the Mayor
and City Council of Havre de Grace provide at least an equal
and matching fund of a certain kind for the same purpose by
a certain date; and providing generally for the issue and
sale of bonds evidencing the loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:

(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
