approval of the Governor and the advice and consent of the
Senate.

(4)  Five members constitute a quorum for the
transaction of business of the board. The affirmative vote of at
least 4 members is necessary for any action taken by the board.

(5)  Those members of the board not already holding a
public office shall receive:

(i) Per diem compensation in accordance with
the State budget; and

(ii) Reimbursement for expenses under Standard
State Travel Regulations.

(6)  The term of a member who is not an officer of the
Service is 4 years.

(7)  The terms of members who are not officers of the
Service are staggered as required by the terms provided for those
members of the board on July 1, 1986.

(8)  At the end of a term, a member continues to serve
until a successor is appointed and qualifies.

(9)  A member who is appointed after a term has begun
serves only the remainder of that term and until a successor is
appointed and qualifies.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, it shall take effect from the date of its passage.
