The membership of the Council consists of:

(a)  The State Senators and Delegates representing Calvert,
Charles, and St. Mary's counties;

(b)  Three voting county commissioners from each county
appointed by their respective boards;

(c)  One voting member appointed by the president of the
Southern Maryland Municipal Association;

(d)  One voting member-at-large from each county recommended
by the commissioners of those counties and subject to the
concurrence of the State Senators and Delegates from each county;
and

(e)  One nonvoting member appointed by the economic
development commission and the planning and zoning commission of
each county; and

(f)  One nonvoting member appointed by the Maryland
Department of HOUSING [Economic] and HOUSING Community
Development and the Maryland State Planning Department.

(a) The Council may receive State financial support to
assist in carrying out its activities.

(1)  On or before August 1 of each year, the Council
shall submit to the Department of HOUSING [Economic] HOUSING and
Community Development its proposed work programs and operating
budget for the following fiscal year, together with supporting
schedules to show that the budget is financed, and to provide for
review and recommendations. It is then forwarded to the
Department of Budget and Fiscal Planning for consideration.

(2)  Provision shall be made in the State budget for
the ensuing fiscal year for an appropriation to partially support
the Council. However, the State's contribution is subject to
annual review by the General Assembly.

(a) (1) The Council may receive State financial support to
