WILLIAM DONALD SCHAEFER, Governor     Ch. 311

B.. 1 person from a list of 3 persons
submitted by the Maryland Municipal League; and

C. 1 person representing Baltimore City,
nominated by the Mayor of Baltimore;

(iii) The 4 nonvoting ex officio members shall

                                                                                                                                                                                            

1.  The chairman of the Committee on
Environmental Matters of the House of Delegates or a designee of
the chairman.;

2.  The chairman of the Committee on
Appropriations of the House of Delegates or a designee of the
chairman;

3.  The chairman of the Committee on
Economic and Environmental Affairs of the Senate of Maryland, or
a designee of the chairman; and

4.  The chairman of the Committee on
Budget and Taxation of the Senate of Maryland, or a designee of
the chairman.

(b)  (1) The term of an appointed Board member is 3 years.

(2)  At the end of a term, an appointed Board member
continues to serve until a successor is appointed and qualifies.

(3)  An appointed Board member who is appointed after
a term has begun serves only for the rest of the term and until a
successor is appointed and qualifies.

(4)  An appointed Board member may serve successive
terms.

(c)  Except for an appointed member of the Board, members
may serve on the Board for as long as they remain in the office
to which they were appointed or elected.

(d)  The Comptroller is the chairman of the Board of
Trustees.

(e)  A majority of the voting members of the Board of
Trustees shall constitute a quorum for the purpose of transacting
the business of the Board of Trustees.

(f)  The Board of Trustees shall:

(1) Pursuant to the guidelines set forth in § 13-106
of this subtitle, develop plans, prepare and submit proposals for
fund use, and undertake such action as is necessary and required
