agencies which manage State buildings, may target their energy
conservation effort with regard to illumination.
(c) (1) There is an advisory commission on energy
conservation in buildings.
(2) The Secretary [of Economic and Community
Development] shall appoint 15 members of the advisory commission.
The members shall serve without compensation and shall be
reimbursed for expenses in accordance with the Standard Travel
Regulations.
(3) Members appointed shall be broadly representative
and shall include representatives from State and local code
enforcement agencies, architectural and engineering professions,
public utilities, the construction industry, legislative bodies
of local government, and the general public.
(d) (1) The Department [of Economic and Community
Development], in conjunction with the Department of Natural
Resources, shall provide to local jurisdictions training on the
application of the State illumination guidelines for existing
public buildings. The training may include a program that a
federal agency or contract agent develops.
(2) The Department of Natural Resources will render
assistance to local jurisdictions in determining the cost-benefit
impacts of implementation of the guidelines and also in carrying
out audits of specific buildings or installations to determine
lighting performance characteristics and the savings possible
through implementation of these guidelines.

(a) (1) In this section the following terms have the
meanings indicated.
(2) "ASHRAE" means the organization known as the
American Society of Heating, Refrigerating, and Air Conditioning
Engineers.
(3) "Department" means the Department of [Economic]
HOUSING and Community Development.
(4) "Secretary" means Secretary of [the Department of
Economic] HOUSING and Community Development.
(b) (1) The Department [of Economic and Community
Development] shall develop statewide energy utilization
guidelines that are applicable to all new buildings for which a
building or zoning permit is issued and not exempted by the local
jurisdictions.
