the purpose of improving the health and safety of migratory
worker housing facilities.
[(11)] (K) "Minimum livability code" means a
regulation, statute or ordinance which establishes' minimum
property maintenance standards adopted by the State or a
political subdivision in accordance with § [11-403] 6-103' of this
article.
[(12)] (L) "Nonprofit sponsor" means a political
subdivision, corporation, foundation, or other legal entity, no
part of the net earnings of which inures to the benefit of any
private shareholder or individual holding an interest in such
entity.
[(13)] (M) "Owner of a migratory labor camp" means
any individual, partnership, corporation, or other business
entity which owns a migratory labor camp located in the State [of
Maryland].
[(14)] (N) "Political subdivision" means any
municipal corporation in Maryland subject to the provisions of
Article XI-E of the Constitution, the Mayor and City Council of
Baltimore, and any of the twenty-three counties in Maryland.
[(15) (i)] (O) (1) "Rehabilitation project" means
the repair, reconstruction, renovation, redevelopment,
improvement, modification of, or addition to an existing building
in order:
[1.] (I) To bring the building to a
decent, safe, and sanitary condition in accordance with
applicable construction, health, safety, fire, occupancy, and
other codes and standards, to' ensure that the building can be
maintained in that condition, and to improve the general utility
and attractiveness of the building; or
[2.] (II) In the case of special loan
programs, to provide shared, accessory, or sheltered housing, to
provide for lead paint abatement, to provide indoor plumbing, or
to bring the building into conformance with a minimum livability
code.
[(ii)] (2) Except as provided in [§ ll-702(d),
(g), (h), and (i)], §§ 2-304, 2-307, 2-308, AND 2-309 OF THIS
SUBTITLE, applicable codes and standards shall be those in force
in the political subdivision where the building is located. If
the political subdivision lacks codes and standards deemed
sufficient by the Secretary to promote the objects of this
section, the Department may by regulation prescribe codes and
standards which shall apply in that subdivision solely for
purposes of this section. The Secretary may allow exceptions to
any code or standard, with the approval of the local enforcement
