foreclosure or at any other sale, or acquire or take possession
of the property; and in [the] ANY event the Administration may
complete, administer, pay the principal of and interest on any
obligations incurred in connection with the property, dispose of,
and otherwise deal with the property, in a manner as may be
necessary or desirable to protect the interests of the
Administration. Any lien held by the Administration on property
shall be a lien superior to all other liens on the property
except liens for taxes owed to the State [of Maryland] or any
subdivision thereof and earlier mortgage liens. The
Administration may sell any mortgage or other obligation held by
it, at public or private sale, with or without public bidding.
The Administration may purchase securities backed by mortgage
loans for community development projects.
[(14) (i) Participate with municipal governments,
counties, regional governmental organizations, and the federal
government in the development, financing, and implementation of a
program designed to build the management capabilities of
municipal governments by supplying needed managerial expertise
through circuit-riding managers to municipalities which meet the
following requirements:
1. An inability to afford full-time
qualified staff;
2. A willingness and ability to
contribute pro rata shares of the cash and in-kind matching
requirements of the specific project.
(ii) The Department shall coordinate the
administration of each circuit-rider project, train the
circuit-riders, convene meetings for purposes of identifying
needs and receiving recommendations, and develop and coordinate
training of local government staffs. Financial participation in
such projects - and the program in its entirety shall be subject
and subsequent to annual budget appropriations by the General
Assembly. The Department shall do those things necessary to
insure that available federal grant funds and cash contributions
from participating municipalities, counties, and regional
governmental organizations are combined to offset the cost to the
State of operating the program. Services provided by the
circuit-riders shall include all aspects of public management,
with particular emphasis on assistance, coaching and training in
fiscal management practices, personnel systems, grantsmanship and
grant management, and economic and community development.]
[(15)] (14) The Administration may issue securities
backed by mortgage loans for community development projects and
guaranteed by the Government National Mortgage Association.
Issuance of these securities and their terms and conditions may
be as the Administration determines necessary or desirable for
guaranty by the Government National Mortgage Association,
