(1)  the Governor;

(2)  the Department of Assessments and Taxation;

(3)  the Board of Appeals of the Department of
ECONOMIC AND Employment [and Training] DEVELOPMENT;

(4)  the Insurance Division of the Department of
Licensing and Regulation;

(5)  the State Accident Fund of the Department of
Personnel;

(6)  the Maryland Parole Commission of the Department
of Public Safety and Correctional Services;

(7)  the Public Service Commission;

(8)  the Maryland Tax Court; or                                       

(9)  the Workmen's Compensation Commission.

11-203.

(a) (1) The Council consists of the following [16] 17
members:

(i) 12 members appointed by the Governor; and

(ii) as ex officio members:

       1. the Secretary of Economic and
[Community] EMPLOYMENT Development;

2. THE SECRETARY OF HOUSING AND COMMUNITY
DEVELOPMENT;

[2.] 3. the Coordinator;

[3.] 4. the Executive Director of the
Maryland Association of Counties, Inc.; and

[4.] 5. the Executive Director of the
Maryland Municipal League, Inc.

(2) Of the 12 appointed members, 1 shall be from each
of the judicial districts of the District Court of Maryland.

(b) A member of the Council may inform the Secretary of
Economic and [Community] EMPLOYMENT Development, THE SECRETARY OF
HOUSING AND COMMUNITY DEVELOPMENT or the Coordinator about any
