(a) This Part IV of this subtitle does not apply to:

(1)  the Governor;

(2)  the Department of Assessments and Taxation;

(3)  the Board of Appeals of the Department of
ECONOMIC AND Employment [and Training] DEVELOPMENT;

(4)  the Insurance Division of the Department of
Licensing and Regulation;

(5)  the State Accident Fund of the Department of
Personnel;

(6) the Maryland Parole Commission of the Department
of Public Safety and Correctional Services;

(7)  the   Public Service Commission;

(8)  the  Maryland Tax Court; or

(9)  the  Workmen's Compensation Commission.

(a) This subtitle does not apply to:

(1)  an agency of the Legislative Branch of the State
government;

(2)  an agency of the Judicial Branch of the State
government; or

(3) the following agencies of the Executive Branch of
the State government:
