from all State, municipal, and local taxation; provided however,
that wherever the Authority sells or leases land or market and
park facilities to any private entity or entities such land or
market and park facilities shall be subject to State and local
property taxes from the time of such sale.

The Governor shall include in the budget for 1968 the sum of
ten thousand dollars ($10,000) for the use of the Authority. The
money so appropriated shall be used by the Authority for the
purpose of organizing the Authority and paying any and all costs
and expenses incurred by the Authority in carrying out its
corporate purposes, prior to the sale of the first issue of bonds
authorized by this subtitle; this sum of money hereby advanced
shall be repaid to the State of Maryland from funds obtained from
the sale of the first issue of bonds prior to any other payments
from said funds.

The Authority shall submit annually a written statement,
including a financial statement covering the operation of the
market and the park to the Governor and, subject to § 2-1312 of
the State Government Article, to the General Assembly.
[13-118.] 6-118.
At his discretion, the Legislative Auditor may conduct an
annual audit of a fiscal and compliance nature of the accounts
and transactions of the Authority in place of conducting these
audits on a biennial basis. Officials of the Authority shall be
advised whether annual or biennial audits will be conducted. The
cost: of the fiscal portion of the post audit examinations shall
be borne by the Authority.

The provisions of this subtitle provide an additional and
alternative method for the doing of things authorized hereby and
shall be regarded as supplemental and additional to powers
conferred by other laws and shall not be regarded as in
derogation of any powers now existing, and these provisions shall
be liberally construed to effect those purposes.
[13-120.] 6-120.
The provisions of this subtitle are severable, and it is the
intention to confer the whole or any part of the powers herein
provided for; and if any of the provisions of this subtitle are
held unconstitutional by any court of competent jurisdiction, the
decision of the court shall not affect or impair any of the
remaining provisions of this subtitle. It is declared to be the
