(4)  At the end of a term, a member continues to serve
until a successor is appointed and qualifies.

(5)  A member appointed to fill a vacancy in an
unexpired term or to succeed a member who is holding over serves
only for the remainder of the term.

(6)  Members are eligible for reappointment.

(7)  The Secretary shall designate a chairman and a
vice chairman of the Commission.

(8)  Each member serves without compensation but is
entitled to reimbursement for expenses under the Standard State
Travel Regulations.

(9)  The Advisory Commission] THE ADVISORY BODIES
shall advise and assist the Secretary on matters pertaining to
policies, programs, and activities of the Department [of Economic
and Community Development].

(3) THE     SIZE, QUALIFICATIONS, METHOD OF APPOINTMENT,

TERMS, COMPENSATION,   MANNER OF REMOVAL, AND METHOD OF FILLING

VACANCIES SHALL BE    AS DETERMINED BY THE GOVERNOR AND THE
SECRETARY.

(a)  The Secretary [of Economic and Community Development]
shall be responsible for the budget of his office and for the
budgets of the other boards, offices, and agencies within the
jurisdiction of the Department [of Economic and Community
Development].

(b)  The Secretary [of Economic and Community Development]
shall be responsible for promulgating rules and regulations for
his office. He shall review and shall have the power to approve
or disapprove or revise the rules and regulations of all of the
boards, offices, agencies, commissions, etc. within the
jurisdiction of the Department [of Economic and Community
Development].

(c)   [The Secretary of Economic and Community Development
may, in his discretion, create such advisory boards of such size
as he deems appropriate.

(d)] The Secretary [of Economic and Community Development]
shall have a seal for purposes of authentication of copies of
records or papers in his office.

[(e)] (D) The Secretary shall be responsible for the
coordination and direction of all planning facilities initiated
