AN ACT concerning

Reorganization of State Government -Department of Economic and
Employment Development and Department of Housing and Community

Development

FOR the purpose of reorganizing State government by creating and
establishing as principal departments of State government
the Department of Economic and Employment Development and
the Department of Housing and Community Development;
transferring and reassigning the duties, responsibilities,
authority, functions, and units of the Department of
Economic and Community Development and the Department of
Employment and Training to the new Departments; abolishing
the Department of Economic and Community Development and the
Department of Employment and Training; providing for the
appointment of the Secretaries and the heads of certain
units of the new Departments and for the terms, duties,
responsibilities, authority, and functions of those
individuals; abolishing the Department of Economic and
Community Development Advisory Commission and providing for
the establishment of certain advisory councils, boards, and
committees; establishing certain Divisions and units of
government within each Department; transferring the Seafood
Marketing Authority and Division of Market Development to
the Department of Agriculture, and establishing a Seafood
Marketing Fund; transferring the Maryland Energy Office and
associated programs to the Department of Housing and
Community Development; transferring community action
agencies from the Department of Human Resources to the
Department of Housing and Community Development; repealing
certain obsolete provisions and clarifying language;
validating bonds, notes, and other evidence of indebtedness
and obligations issued by the Department of Economic and
Community Development or any of its authorized bond issuers;
requiring the Executive Branch to submit certain reports by
certain dates; providing certain personnel affected by this
Act with certain options and rights as to employment and
retirement status; and generally relating to the creation
and operation of the Department of Economic and Employment
Development and the Department of Housing and Community
Development, the transfer of certain units of State
government to create the new Departments, and the
reorganization of State government.
