SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Health - General

2-103.                                 

(a) (1) With the approval of the Governor, the Secretary
shall appoint [a] 3 deputy [secretary] SECRETARIES.

(2)  The Deputy [Secretary serves] SECRETARIES SERVE
at the pleasure of the Secretary.

(3)  The Deputy [Secretary is] SECRETARIES ARE
entitled to the salary provided in the State budget.

(4)  The Deputy [Secretary has] SECRETARIES HAVE the
duties provided by law or delegated by the Secretary.

[(b) (1) The Secretary shall appoint an assistant secretary
for environmental programs.

(2)  This Assistant Secretary serves at the pleasure
of the Secretary.

(3)  This Assistant Secretary is entitled to the
salary provided in the State budget.

(4)  This Assistant Secretary has the duties provided
by law or delegated by the Secretary. This Assistant Secretary
is responsible to the Secretary for administering and enforcing
those environmental regulatory functions assigned or delegated to
this Assistant Secretary so as to ensure preservation,
conservation, enhancement, wise use, and perpetuation of the
natural resources of this State for the greatest benefit to this
State and its citizens.

(c) (1) The Secretary shall appoint an assistant secretary
for mental health, addictions, and developmental disabilities.

(2)  This Assistant Secretary serves at the pleasure
of the Secretary.

(3)  This Assistant Secretary shall have at least:

(i) A baccalaureate degree; and

(ii) Experience in health administration.
