SECTION 10 14. AND BE IT FURTHER ENACTED, That the
captions and other headings in this Act are for guidance only and
are not intended to become law.

SECTION 11 15. AND BE IT FURTHER ENACTED, That the
publishers of the Annotated Code of Maryland are directed to
propose a plan for the correction of numerical and similar
nonnumerical cross-references throughout the Annotated Code that
refer to provisions found in the Environment Article.

SECTION 16. AND BE IT FURTHER ENACTED, That pursuant to the
plan of reorganization that is proposed by this Act, the
publishers of the Annotated Code of Maryland, subject to the
approval of the Director of the Department of Legislative
Reference, shall propose the correction of any agency names and
titles that are rendered incorrect by this Act.

SECTION 12. 17. AND BE IT FURTHER ENACTED, That this
Act shall take effect July 1, 1987.

AN ACT concerning

Department of Health and Mental Hygiene - Organization

FOR the purpose of authorizing the Secretary of Health and Mental
Hygiene to appoint certain deputy secretaries; providing for
the removal of certain assistant secretaries; making certain
positions exempt from the merit system; providing for
certain employment restrictions for certain employees;
requiring certain employees to disclose certain information
to the Secretary; prohibiting certain employees from certain
employment or from receiving certain compensation under
certain circumstances; and generally relating to the
authority of the Secretary to reorganize certain areas of
responsibility in the Department of Health and Mental
Hygiene.
