(a)  Except as otherwise provided in the Administrative
Procedure Act, before the Secretary takes any action under §
4-714 of this subtitle, the Secretary shall give the licensee
against whom the action is contemplated an opportunity for a
hearing before the Secretary.

(b)  The Secretary shall give notice and hold the hearing in
accordance with the Administrative Procedure Act.

(c)  The Secretary shall send the hearing notice to the
licensee by certified mail, return receipt requested, bearing a
postmark from the United States Postal Service.]

(a)  Any person aggrieved by a final decision of the
Secretary in denying or revoking a license may take a judicial
appeal.

(b)  The appeal shall be made as provided for judicial
review of final decisions in the Administrative Procedure Act.

(c)  Either party may appeal the decision of the circuit
court to the Court of Special Appeals.]

(a)  Each container of crab meat shall be marked plainly
with the information required by this section.

(b)  (1) Each container of crab meat shall be marked by:

(i) Embossing;

(ii) Imprinting;

(iii) Lithography; or

(iv) Subject to paragraph (2) of this
subsection, any other method that the Secretary approves.
