changes are effective; providing that the rate of motor
vehicle fuel tax be determined by a certain index; providing
for the distribution of certain transportation revenues;
repealing certain definitions, a certain tax reduction, a
certain account in the Transportation Trust fund, and a
certain pricing index; providing for the effective dates of
this Act; and generally relating to motor vehicle fuel tax
and registration fees.

FOR the purpose of altering the taxes imposed on motor vehicle
and aviation fuels; altering the manner by which the
proceeds of such taxes are remitted and credited; changing
and increasing the revenues pledged to the payment of

principal and interest on certain consolidated

transportation bonds; altering certain definitions relating
to the road tax on motor carriers and clarifying the
distribution of the tax; establishing the Maryland Emergency
Medical Service System Fund and providing for its funding
and purpose; providing certain conditions for Transportation
Trust Fund expenditures; providing for approval of any
transfer of funds; providing additional revenues for the
Gasoline and Motor Vehicle Revenue Account; providing for
the distribution of the Gasoline and Motor Vehicle Revenue
Account; altering certain permit and registration fees for
motor vehicles; clarifying weight tolerances; permitting a
certain use of highway user funds in Baltimore City for a
certain year; defining terms; providing for the application
of this Act; altering the distribution of certain revenues;
repealing certain provisions; and generally relating to
transportation funding.
