(c) The Department shall pay for foster care for a child
who needs the most demanding special care in a single family home
at a monthly rate that is not less than the higher of:

(1)  the rate that the Department paid in fiscal year
1975; and

(2)  the rate that the Juvenile Services
[Administration] AGENCY pays for the current fiscal year.

9-403.

(c) (2) The advisory council shall consist of the following
members:

(i) 1 person from the Juvenile Services
[Administration] AGENCY, to be designated by the [Secretary]
DIRECTOR of the [Department of Health and Mental Hygiene]
JUVENILE SERVICES AGENCY;

In this subtitle, "confidential record" means any record,
report, statement, note, or other information that:

by:

(1)  Is assembled or obtained for research or study

(i) The Drug Abuse Administration; OR

(ii) [The Juvenile Services Administration;

(iii)] The Secretary; and

(2)  Names or otherwise identifies any person.

(a) (1) Each confidential record shall remain in the
custody and control of:

(i) The Drug Abuse Administration, if that
Administration assembled or obtained the confidential record; OR
