the work load of the court requires, and the Director shall
comply with the request.

In cooperation with the Secretary of Personnel, the Director
shall:

(1)  Set minimum salaries, qualifications, and
standards of training and experience for the positions in the
[Administration] AGENCY; and

(2) For officers and employees who desire training
and whose service records show merit for training, provide:

(i) In service training;

(2) FOR OFFICERS AND EMPLOYEES WHO DESIRE TRAINING IN
ADDITION TO IN-SERVICE TRAINING AND WHOSE SERVICE RECORDS SHOW
MERIT, PROVIDE:

(ii) (I) Educational subsidies, scholarships,
and stipends; and

(iii) (II) Institutes, conferences, and
classes.

The Director shall plan and hold institutes, conferences,
and other programs to inform and acquaint the judiciary,

COMMISSION and other boards of local departments of social
services, citizens action groups, and other interested persons
with the functions and programs of the [Administration] AGENCY.

(a)  In this section, "foster parent" includes an individual
who cares for a child on an emergency basis under a shelter care
program.

(b)  (1) The [Administration] AGENCY shall provide liability
insurance for foster parents who care for children under foster
parent programs.

(2) Subject to a reasonable deductible limit, which
the [Administration] AGENCY shall set, the liability insurance
shall provide coverage for:

(i) Bodily injury and property damage that a
foster child causes to the person or property of a person other
than a foster parent; and
