within the surrounding area of the Charles H. Hickey, Jr. School
concerning the inhabitants of the School;
(3) Request information when necessary from related
agencies including the Maryland State Police, the Charles H.
Hickey, Jr. School Administration, the Baltimore County Police
Department, the State's Attorney's Office of Baltimore County,
and the Juvenile Services [Administration] AGENCY; and
(4) Obtain and provide information concerning the
security at the Charles H. Hickey, Jr. School and provide for
preserving the safety of the communities surrounding the Charles
H. Hickey, Jr. School.
(d) The provisions of this section creating the Charles H.
Hickey, Jr. School Citizen's Advisory Committee and relating to
the duties of the Committee are of no effect and may not be
enforced after July 1, [1987] 1988.

(a) The [Administration] AGENCY shall provide for care,
diagnosis, training, education, and rehabilitation of children by
placing them in group homes and institutions that are operated by
nonprofit charitable corporations ANY PRIVATE ORGANIZATION
NONPROFIT CHARITABLE CORPORATIONS ANY NONPROFIT OR FOR-PROFIT
ENTITY.
(b) (1) The [Administration] AGENCY shall reimburse these
corporations ORGANIZATIONS CORPORATIONS ENTITIES for the cost of
these services at appropriate monthly rates that the
[Administration] AGENCY determines, as provided in the State
budget.
(2) The reimbursement rate may differ between homes
and institutions that provide intermediate services, as defined
by the [Administration] AGENCY, and homes and institutions that
provide full services.

The [Administration] AGENCY shall establish a program to
help homes for runaway youths.
[6-122.] 2-122.
(a) In this section, "youth services bureau" means a
community-based entity that is operated:
(1) To provide community-oriented delinquency
prevention, youth suicide prevention, and youth development;
