SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Health - General

15-103.

(a)  (1) The Secretary shall administer the Maryland Medical
Assistance Program.

(2) The Program:

(i) Shall provide comprehensive medical and
other health care for indigent individuals or medically indigent
individuals or both; [and]

(II) SHALL PROVIDE, SUBJECT TO THE LIMITATIONS
OF THE STATE BUDGET AND THE AVAILABILITY OF FEDERAL FUNDS,
COMPREHENSIVE MEDICAL AND OTHER HEALTH CARE FOR ALL PREGNANT
WOMEN AND, AT A MINIMUM, ALL CHILDREN CURRENTLY UNDER THE AGE OF
1 AND EACH SUCCEEDING YEAR INCREASING TO THE AGE OF 5 3 WHO
FALL BELOW POVERTY LEVEL, AS PERMITTED BY THE FEDERAL SIXTH
OMNIBUS BUDGET RECONCILIATION ACT OF 1986; AND

[(ii)] (III) May include bedside nursing care
for eligible Program recipients.

(b)  (1) (i) In this subsection the following words have the
meanings indicated.

(ii) "Certified nurse practitioner" means a
registered nurse who is licensed in this State, has completed a
nurse practitioner program approved by the State Board of
