Ch. 285                                    LAWS OF MARYLAND

(B) "CHILD" MEANS A CHILD OF AT LEAST 4 YEARS OLD AND NOT
MORE THAN 14 YEARS OLD.

(C) "PLAN" MEANS A SCHOOL-AGE CHILD-CARE SERVICE DELIVERY
PLAN.

7-4B.02.

(A) THERE IS A PROGRAM OF SCHOOL-AGE CHILD-CARE SERVICE IN
THE PUBLIC SCHOOLS IN THIS STATE.

(B) EACH COUNTY SHALL DEVELOP A SCHOOL-AGE CHILD-CARE
SERVICE DELIVERY PLAN.

(A) EACH COUNTY SHALL DEVELOP, WITH THE ASSISTANCE OF THE

DEPARTMENT OF STATE PLANNING, A NEEDS ASSESSMENT AND

RECOMMENDATIONS A PLAN FOR DELIVERING FOR THE DELIVERY OF BEFORE-
AND AFTER-SCHOOL CHILD CARE SERVICES TO CHILDREN WHO ARE AT LEAST
4 YEARS OLD BUT NOT MORE THAN 14 YEARS OLD.

(C) (B) (1) EACH COUNTY SHALL APPOINT A PLAN COORDINATOR,
WHO SHALL COORDINATE DEVELOPMENT OF THE PLAN WITH THE FOLLOWING
ENTITIES IN THE COUNTY CONSIDER, IN THE DEVELOPMENT OF THE NEEDS
ASSESSMENT, THE SERVICES OF:

(I)  THE, PUBLIC SCHOOL SYSTEM;

(II)  THE PARKS AND RECREATION AGENCY;

(III)  THE PUBLIC HEALTH AGENCY;
(IV) THE SOCIAL SERVICE DEPARTMENT;

(V)  THE YOUTH CHILDREN'S COUNCIL;

(VI)  COMMUNITY COLLEGES;

(VII)  THE ELECTED GOVERNING BODY;

(VIII)  THE PUBLIC LIBRARY SYSTEM; AND

(IX)  THE ZONING AND PLANNING AGENCY.

(2) THE PLAN COORDINATOR SHALL ATTEMPT TO INVOLVE
PRIVATE ORGANIZATIONS IN THE PLANNING PROCESS, INCLUDING:

(2) IN PREPARING THE NEEDS ASSESSMENT, THE COUNTY
SHALL CONSULT WITH:

(I)  CHILD CARE PROVIDERS;.

(II)  PARENT GROUPS , INCLUDING THE PTA;
