Preamble
WHEREAS, A vast number of Many Maryland children need
nonparental supervised care before- and after- school, during
holidays, and during vacations; and
WHEREAS, The trend toward public school programs for 4-year
old children is likely to result in younger latchkey children;
and
WHEREAS, Maryland citizens who work should have access to
quality, affordable child-care arrangements for the supervision
and nurturance of school-age children; now, therefore,
