WHEREAS, Three employees in the positions of Court Secretary
I and Account Clerk II were determined not to have been
transferred to the classified service; and
WHEREAS, It was the intent of the Maryland General Assembly
that these three employees in the positions of Court Secretary I
and Account Clerk II were to have been transferred to the
classified service; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 64A - Merit System
9E.
Notwithstanding any provisions in § 3 of this article or
elsewhere, all employees of the Sheriff's office in Baltimore
City, INCLUDING THE POSITIONS OF COURT SECRETARY I AND ACCOUNT
CLERK II WHO WHICH WERE INCLUDED IN SECTION 4A OF CHAPTER 109 OF
THE LAWS OF MARYLAND OF 1986, excepting the Sheriff, are part of
the classified service. Any employee of the Sheriff's office who
has been employed for at least six months on July 1, 1971, shall
be a member of the classified service of the State as provided in
this article, without further examination or qualification.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General.
Assembly, it shall take effect from the date of its passage.

operation of certain hydraulic clam dredges and certain
related waivers and exemptions; requiring the Department of
Natural Resources to adopt rules and regulations to require
