AN ACT concerning
Baltimore City - Collective Bargaining - Police Department
Clerical Administrative Employees
FOR the purpose of providing that certain provisions shall govern
labor relations and collective bargaining between the City
of Baltimore and administrative and clerical uniformed and
civilian employees of the Baltimore City Police Department;
making certain modifications and exceptions providing that
this Act does not affect the terms of certain agreements and
understandings; providing for the status of certain
agreements and understandings; making provisions of this Act
severable; providing that this Act shall be construed in a
certain manner; and generally relating to collective
bargaining for Baltimore City police department employees.

SECTION l. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 4 - Baltimore City
16-8A.
(a) Except as otherwise provided in this section the
provisions of Sections 119 through 136 of Article 1 of the
Baltimore City Code (1976 Edition) as amended from time to time,
and any rules and regulations adopted pursuant thereto, governing
or relating to labor relations or collective bargaining with
general municipal employees of Baltimore City shall apply to
labor relations and collective bargaining between the City and
CERTAIN OF UNIFORMED AND CIVILIAN the employees of the Baltimore
City Police Department.
(b) (1) Negotiations with a certain exclusive
representative of police officers shall be conducted jointly by
the Police Commissioner of Baltimore City and the Labor
Commissioner, or their designees, on behalf of the employer.
