SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall

AN ACT concerning

Housing - Rental Allowance Program

FOR the purpose of allowing the Department of Economic and
Community Development to make rental allowance payments on
behalf for the benefit on behalf of certain eligible
households under the pilot program established by Chapter
629 of the Laws of 1986; and making this Act an emergency
measure.

BY repealing and reenacting, with amendments,

Chapter 629 of the Acts of the General Assembly of 1986
Section 2

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

SECTION 2. AND BE IT FURTHER ENACTED, That, for fiscal
years 1987 and 1988 only, the Secretary of Economic and Community
Development shall establish a rental allowance program.
Notwithstanding any other provision of law, the Department of
Economic and Community Development is authorized to make grants
as provided in this section.

(a)  The Department shall administer a pilot program of
financial assistance to lower income households by providing
fixed monthly rental allowance payments fee to OR ON BEHALF FOR THE
BENEFIT to OR ON BEHALF OF eligible households.

(b)  The Secretary of Economic and Community Development
