(2) Is feasible financially and from an engineering

(E) IN WORCESTER COUNTY, IN CONSIDERING A PROPOSED SERVICE
AREA, THE SANITARY COMMISSION AND THE GOVERNING BODY OF WORCESTER
COUNTY MAY NOT CREATE OR CHANGE A SERVICE AREA UNLESS THEY FIND
THAT THE CREATION OR CHANGE:

(1) IS NECESSARY FOR THE EXISTING OR FUTURE HEALTH,
SAFETY, AND WELFARE OF THE PUBLIC IN GENERAL; AND

(2) IS FEASIBLE FINANCIALLY AND FROM AN ENGINEERING
STANDPOINT.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987 is declared to be an emergency measure
and necessary for the immediate preservation of the public health
and safety and having been passed by a yea and nay vote supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly, it shall take effect from the
date of its passage.

AN ACT concerning

Calvert County - Transfer Zones

FOR the purpose of altering the definition of transfer zone to
include certain areas which are not zoned Agricultural
"A-l"; and generally relating to transfer zones.
