(g) (1) If the agency denies an award under this section,
the business OR NONPROFIT ORGANIZATION may appeal, as provided in
this subtitle.

(2) An agency may appeal an award that a court makes
under this section.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning

Washington County - Board of Education

FOR the purpose of establishing staggered terms of office for the
members of the Washington County Board of Education.

BY repealing and reenacting, with amendments,

Section 3-1001(c)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

3-1001.

(c) (1) Each member serves for a term of 4 years beginning
on the first Tuesday in December after the member's election and
until a successor is elected and qualifies.

(2) THE TERMS OF MEMBERS ARE STAGGERED AS REQUIRED BY
THE TERMS OF THE MEMBERS SERVING ON THE COUNTY BOARD AS OF JULY
1, 1986.

(3)  AT THE END OF A TERM, A MEMBER CONTINUES TO SERVE
UNTIL A SUCCESSOR IS ELECTED AND QUALIFIES.

[(2)] (4) The Governor shall appoint a qualified
individual to fill any vacancy on the County Board for the
