"Local authority" means a political subdivision or a local
board or other body that, under the laws of this State, has
authority to enact laws and adopt local police regulations
relating to traffic.
SECTION 2. AND BE IT FURTHER ENACTED, That Section(s)
21-1211 of Article - Transportation of the Annotated Code of
Maryland be renumbered to be Section(s) 21-1212.
SECTION 3. AND BE IT FURTHER ENACTED, That the Laws of
Maryland read as follows:
Article - Transportation
21-509.
(a) Except as provided in [subsection] SUBSECTIONS (c) AND
(D) of this section, a pedestrian may not walk along or on a
controlled access highway or a ramp or access road leading to or
from a controlled access highway.
(b) Except as provided in subsection (c) of this section, a
person may not leave any vehicle that is on a controlled access
highway or on a ramp or access road leading to or from a
controlled access highway.
(c) This section does not apply to a person if an emergency
prevents the movement of a vehicle in which he is riding and the
person goes only to the nearest telephone or other source of
assistance, nor to a person boarding or leaving a bus within a
bus stop approved by the State Highway Administration.
(D) THIS SECTION DOES NOT APPLY TO A PERSON WHO IS A
PARTICIPANT IN A FOOT RACING EVENT APPROVED UNDER § 21-1211 OF
THIS TITLE.
21-1211.
(A) WHEN THE MARYLAND TRANSPORTATION AUTHORITY, THE STATE
HIGHWAY ADMINISTRATION , OR A LOCAL AUTHORITY APPROVES A FOOT
RACING EVENT ON A HIGHWAY OR VEHICULAR CROSSING A HIGHWAY BRIDGE
UNDER ITS RESPECTIVE JURISDICTION, FOOT RACING SHALL BE LAWFUL.
(B) THE MARYLAND TRANSPORTATION AUTHORITY, THE STATE
HIGHWAY ADMINISTRATION , OR A LOCAL AUTHORITY MAY APPROVE A FOOT
RACING EVENT ONLY UNDER CONDITIONS THAT:
(1) PROVIDE REASONABLE SAFETY FOR RACE PARTICIPANTS,
SPECTATORS, AND OTHER HIGHWAY OR VEHICULAR CROSSING HIGHWAY
BRIDGE USERS; AND
