CHAPTER 190

(House Bill 228)

AN ACT concerning

Regional Planning Council - Membership

FOR the purpose of providing that the Governor shall appoint to
the Regional Planning Council an additional member of the
Senate of Maryland and an additional member of the House of
Delegates as permanent alternates to serve in the absence of
a member who is a senator or delegate.

BY repealing and reenacting, with amendments,

Article 78D - Regional Planning Council

Section 4(a) and (h)

Annotated Code of Maryland

(1980 Replacement Volume and 1985 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 78D - Regional Planning Council

4.

(a) The membership of the Council shall include three
representatives from the City of Baltimore, three representatives
from each of the counties of Anne Arundel, Baltimore, Carroll,
Harford and Howard, a representative from the City of Annapolis,
the Secretary of State Planning, the Secretary of Transportation,
the Secretary of Natural Resources, the Secretary of Health and
Mental Hygiene and four representatives to be appointed by the
Governor, namely, [a member] TWO MEMBERS of the Maryland Senate,
ONE OF WHOM SHALL BE A PERMANENT ALTERNATE, [a member] TWO
MEMBERS of the Maryland House of Delegates, ONE OF WHOM SHALL BE
A PERMANENT ALTERNATE, and two citizens of the State of Maryland,
as follows:

(h) The Governor of the State of Maryland shall appoint a
member of the MARYLAND Senate [of the State of Maryland] and a
member of the MARYLAND House of Delegates [of the State of
Maryland], both representing legislative districts within the
"area," as members of The Council. IN ADDITION, THE GOVERNOR
SHALL APPOINT A MEMBER OF THE MARYLAND SENATE AND A MEMBER OF THE
MARYLAND HOUSE OF DELEGATES, BOTH REPRESENTING LEGISLATIVE
DISTRICTS WITHIN THE "AREA", AS PERMANENT ALTERNATES TO THE
COUNCIL TO SERVE IN THE ABSENCE OF THE MEMBER OF THE MARYLAND
SENATE OR OF THE MEMBER OF THE MARYLAND HOUSE OF DELEGATES,
RESPECTIVELY. The Governor shall also appoint two citizens
residing within the "area," selected at large, as members of The
Council.
