PRECINCT OF THE VOTER. THE CARD IS EVIDENCE THAT THE PERSON TO
WHOM IT IS ISSUED IS A REGISTERED VOTER ON THE DATE APPEARING ON
THE CARD. THE BOARD SHALL ISSUE A REPLACEMENT CARD ON REQUEST OF
THE VOTER AND A NEW CARD WHEN A RELEVANT CHANGE IS MADE IN THE
VOTER'S REGISTRATION RECORD.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning

Election Laws - Voter Registration Deadline

FOR the purpose of clarifying the deadline for submitting voter
registration applications; requiring mailed voter
registration applications to be postmarked by a certain date
and received by a certain date; requiring that each election
board serve as agent for every other board when accepting
voter registration applications; and generally relating to
voter registration applications.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 33 - Election Code

2-9.

(e) The offices of each board shall be opened from 9 a.m.
to 9 p.m. on the fifth Monday prior to any election to provide
for voter registration [and to receive registration by mail
applications]. Registrars shall permit all qualified persons
who, at the official closing time of 9 p.m., are waiting to
register to do so.
