Article 27 - Crimes and Punishments
261C.

(a) Notwithstanding IN BALTIMORE CITY, NOTWITHSTANDING any
other provisions of this article, any bona fide politically
partisan organization OR POLITICAL COMMITTEE as defined in
Article 33 of this Code may conduct fund raising affairs at which
merchandise or cash prizes may be awarded in any one game or spin
by such devices commonly known as paddle wheels or wheels of
fortune in Baltimore City AND IN BALTIMORE COUNTY.

(b)  The amount of any merchandise or cash prize award may
not exceed the amount otherwise permitted in Baltimore City OR
BALTIMORE COUNTY.

261C-1.

(A) IN BALTIMORE COUNTY, NOTWITHSTANDING ANY OTHER
PROVISIONS OF THIS ARTICLE. ANY BONA FIDE POLITICALLY PARTISAN
ORGANIZATION OR POLITICAL COMMITTEE AS DEFINED IN ARTICLE 33 OF
THE CODE MAY CONDUCT FUND-RAISING AFFAIRS AT WHICH MERCHANDISE OR
CASH PRIZES MAY BE AWARDED IN ANY ONE GAME OR SPIN BY SUCH
DEVICES COMMONLY KNOWN AS PADDLE WHEELS OR WHEELS OF FORTUNE.

(B) THE AMOUNT OF ANY MERCHANDISE OR CASH PRIZE AWARD MAY
NOT EXCEED THE AMOUNT OTHERWISE PERMITTED IN BALTIMORE COUNTY.

Article 33 - Election Code

1-1.

(a) As used in this article the following terms shall have
the meanings indicated unless a contrary meaning is clearly
intended from the context in which the term appears:

(12) "Partisan organization" means any combination of
two or more persons formed for the purpose of assisting the
promotion of the success or defeat of any candidate, political
party, principle or proposition to be submitted to a vote at any
election.

(14) "Political committee" means any combination of
two or more persons appointed by a candidate or any other person
or formed in any other manner which assists or attempts to assist
in any manner the promotion of the success or defeat of any
candidate, candidates, political party, principle or proposition
submitted to a vote at any election.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
