Preamble

WHEREAS, Chapter 972 of the Acts of the General Assembly of
1977, as amended by Chapter 220 of the Acts of the General
Assembly of 1979 and Chapters 299 and 321 of the Acts of the
General Assembly of 1983, terminates State funding for the driver
education program on July 1, 1987, if no action to the contrary
is taken by the General Assembly by July 1, 1986; and

WHEREAS, The General Assembly believes the driver education
program should continue to be funded by the State; and

WHEREAS, The General Assembly believes the Driver Education
Account should be maintained in the Transportation Trust Fund as
a means of funding the driver education program; and

WHEREAS, The intent of the General Assembly is to repeal
those provisions of Chapter 972 of the Acts of the General
Assembly of 1977, as amended by Chapter 220 of the Acts of the
General Assembly of 1979 and Chapters 299 and 321 of the Acts of
