(c) To assist the funding of services and facilities in
communities located within 2 miles of Pimlico racetrack or 3
miles of Laurel racetrack, the Comptroller shall annually IN
SEMIANNUAL INSTALLMENTS pay from the special fund:
(1) To Anne Arundel County, the sum of $2,000 for
each day on which racing is conducted by a licensee under § 7 of
this article at a track located in the county;
(2) To Baltimore City, the sum of $2,800 for each day
on which racing is conducted by a licensee under § 7 of this
article at a track located in the City;
(3) To Howard County, the sum of $500 for each day on
which racing is conducted by a licensee under § 7 of this article
at a track located in Anne Arundel County; AND
(4) To the City of Laurel, the sum of $300 for each
day on which racing is conducted by a licensee under § 7 of this
article at a track located in Anne Arundel County[; and
(5) To the City of Bowie, the sum of $50 for each day
on which the training facilities are open at the Bowie track].
(d) Each subdivision which is eligible to receive funds [to
assist the funding of services and facilities located within 2
miles of Pimlico racetrack or 3 miles of Laurel racetrack, as
provided] under subsection (c) of this section, shall submit a
written report to the Comptroller and the Department of Fiscal
Services. The report shall be submitted on or before [May]
NOVEMBER 1 of each year, and shall contain the following
information [with respect to funds to assist the funding of
services and facilities located within 2 miles of Pimlico
racetrack or 3 miles of Laurel racetrack]:
(1) A complete accounting of the actual purpose for
which any such funds were expended or committed during the
[previous year] PRIOR FISCAL YEAR ENDING JUNE 30;
(2) A complete accounting of THE FUNDS APPROPRIATED
IN THE BUDGET OF THE SUBDIVISION FOR THE CURRENT FISCAL YEAR, AND
OF the intended use of further payments of such funds including
the relationship of such future use to the presence of a
racetrack, [and, in] IN the event that a future use will involve
expenditure or commitment of such funds over a period of more
than one year, the accounting of intended use shall include a
schedule reflecting the annual amount to be expended or committed
for each year through the completion of the intended use;
(3) A certification from the fiscal officer of the
jurisdiction that any and all such funds will be held by the
subdivision in a special account, and will be used only for the
purposes specified in the report; [and]
