AN EMERGENCY ACT to modify the provisions on day care as an
alternative fringe benefit to allow the County to use whatever
methods are permitted by the Internal Revenue Code to implement a
salary reduction dependent care assistance plan; AND TO REPEAL
THE REQUIREMENT THAT THE COUNTY EXECUTIVE ADOPT REGULATIONS.

ENTIRETY AND REPLACE IT WITH THIS ACT;

(2)  TO REQUIRE REGISTRATION OF COOPERATIVE PROJECTS AND
DISCLOSURE OF INFORMATION TO PURCHASERS OF COOPERATIVE
MEMBERSHIPS;

(3)  TO CREATE RIGHTS FOR PURCHASERS OF COOPERATIVE
MEMBERSHIPS INVOLVING INSPECTION OF PROPERTY,
RESCISSION OF SUBSCRIPTION AGREEMENTS, AND WARRANTIES;
