"Enforcement" in order to clarify the authority of the Planning
Board to name and re-name streets and highways; to provide for
the Planning Board to re-name streets and highways upon the
request of residents; to provide for the Planning Board to
re-name streets and highways upon the request of the Office of
Planning and Zoning; to provide for the notification of residents
and property owners when the name of a street or highway is
changed; to authorize the Office of Planning and Zoning to give
street numbers to houses and buildings and to re-number these as
needed according to a plan developed by the Planning Board; to
require the Planning Board Office of Planning and Zoning to
notify all agencies of County government of any changes in street
names or house numbers; to provide for enforcement of the
numbering and naming laws; and generally clarifying the law
regarding street naming and house numbering; and declaring this
to be an emergency measure.
Effective Date May 8, 1985.

AN ACT to authorize and empower Howard County, Maryland, to
borrow on its full faith and credit, and to issue and sell its
bonds therefor, at one time or from time to time within four
years from the date this Act becomes effective, an amount not
exceeding $30,000, the proceeds thereof to be used for the
planning, construction, furnishing and equipment of Asbestos
Removal/Abatement (Project C-0187); and payment of related costs;
and to levy taxes upon the assessable property within the County
to pay the principal of and interest on any bonds so issued; as
the County Council may by Ordinance provide; and providing that
any bonds so issued are specifically exempt from the provisions
of Article 31, Section 11 of the Annotated Code of Maryland; and
declaring this to be an emergency measure.
Effective Date May 8, 1985.

AN ACT amending Section 1.210, 1.211, 1.301, 1.302, 1.303,
1.304 and 1.305 to update the classification and pay grade system
for county employees by deleting, adding and revising various
classifications and pay grades; to add a position to the list of
executive exempt positions; to amend the grade of a
state-authorized exempt position; to delete a position from the
listing of miscellaneous exempt positions; to freeze the salary
of an employee whose position is re-allocated to a lower grade.
Effective Date July 8, 1985.
