use receipts from motor vehicle
accident recovery as special
funds for operating expenses
under this program, regardless of
the fiscal year in which the loss
may have occurred. Such receipts
may be made available only by
approved budget amendment.

Funds are appropriated in the
Secretary's Office budget to pay
for services provided by this
program. Authorization is hereby
granted to use these receipts as
special funds for operating
expenses in this program.
